Workover of the Sarqala-1

Hello, a couple of questions for the experinced oil people:

1) Does a Sarqala 1 workover include horizontal drilling. It is my understanding this could improve oil flow by 3 x or greater.

2) I understand the K-3, 4.5 inch tubing was replaced with 3.5 inch tubing to allow for greater flexability. What will this flexability allow them to do.
