Chad was asked that question in the CC.  He said they decided not to pursue buying a thousand shares here and there but instead lined up large blocks.  However, due to various TSE rules that he mentioned, they could not cross them.  The analyst recommended that they should then instead try and buy a little at a time and Chad said they will consider.  You can still listen to the CC.  Unfortunately only through a phone and not through the web, which would be more investor friendly.
