NI 43-101 vs. PEA

NI 43-101 vs. PEA
Greetings,

I have a relatively newbie question regarding mining analysis.

I've read the NI 43-101, but I really would like to know the main difference between the NI and the PEA. I found the NI quite complete and was wondering why a PEA is required.

Are they for different audiences - regulatory vs. investment? Or is it simply more detailed?
