You're reading it wrong.  We think they're businessmen and profiteers and therefore even LESS reliable than crooks.  Because what they're doing is LEGAL.

At least with crooks you can sometimes recover your goods, or a fraction of them.  If an apparently well intentioned business effort fails you get squat, legally, even if it make a number of executives into millionaries along the way.
