As long as Mongolia at large, not GOM, cannot DEMONSTRATE and GIVE HARD EVIDENCE, that a Phase II agreement will be ENFORCED in full over years without any "but", "may be", "if", "subject to",.... then the NEW CEO of RIO WILL NOT SIGN...unless he is totally suicidal and wants to put himself at the mercy of GOM AGAIN like it happened for Phase I!! If GOM is not happy about that, then they should call it "unintended consequences" of all their stunts against RIO for years and learn humility! If GOM wants the economic stimulus Phase II can bring before the 2017 elections, it'd better think and act quickly, because in addition to GOM and RIO, there are other external factors (what about a crash in interest rates, commodities,....who knows?)
