Egyptian,
I don't know how much if any of  COS' s  oil is transported by means  other than pipeline.  What I am driving at is the incremental production from other producers may not have a pipeline etc in order to transport it. if not then that could slow down the development and COS' s production would be more valued as there is less supply from others to compete with it. 
I suppose an alternative could be development proceeds at a rapid rate and with constrained transport the transport costs rise.
Personally I think the US will ultimately approve the pipeline.  The risks longer term are simply to great to have  the oil sands production going elsewhere. Therefore just another delay.
