I so wish they'd have said that in the first place. Everyone knows that there's a difference between an area assay of an entire potential site (the last study) and the one that determines exactly where the shafts will be excavated and what areas to potential so the richest available bodies are hit as quickly as possible to reduce mine debt. "The work program" is that last bit of information before the stamp of feasability goes on the project and they start digging for real. From what has been said previously I had thought that they'd somehow deemed the first (actually second) study to be GENERALLY inferior, not simply a different KIND of assay study.
