Problem being Woulfe isn't a rare earth metals project like tantalum and others.  Certainly Tungsten is a heavy earth but its not particularly rare.  Some side projects like Moly extraction almost count, but the amount that's predicted for Sangdong makes it feasible only because MOST of the process (down to the bottom of the gravity seperation tanks) is identical for both products.  Naturally he wouldn't mention Sangdong or any of Woulfe's other projects in an article strictly concerned with rare earth mining.
