Well for starters it'll open up other pipelines and rail cars where bitumen was once loaded or passed through. Second, it speaks to the commitment of provincial and federal governments allowing oil to access asian markets. Edmonton par, or WTI pricing in Alberta is terrible. Might help narrow the gap between WTI and Brent as well...which again, can only have a trickle-effect across the country. Oil stocks were up today due to this forth coming announcement . If the decision today is to delay or reject the pieline, watch the market reaction across the board - it'll be quite negative for all companies, whether they have direct access to the NGP or not. Thats my opinion anyway.
