All juniors with advanced projects "have to look like they will go through with mine development." But Pretium is one of the very few that could actually do it on their own. It also looks like the PoG is going to be taking off and the market for (the best) mining stocks waking up from its long slumber just in time for the party. That bodes well for raising capital, even without Brucejack's self-funding options.
 
All of which doesn't guarantee PVG will build a mine, of course, but it puts price pressure on anybody trying to buy it out. IMO, the majors need to strike soon if they want to have a chance of getting PVG at a halfway decent price. 

Personally, I think they are blowing it if they are waiting for permitting. PVG's permitting is all but assured because of Brucejack's location and because of management's regard for (and attention to) the native community from day one. And if prospective suitors are still in doubt about the resource because of (a certain unnamed "qualified person"), well, then they either know something we don't know, or more likely just don't have the balls to make a buyout offer on anything that isn't a 100% slam dunk. 

In that case, (said unnamed QP) might turn out to have been an unintended godsend for shareholders like me that want to see PVG go all the way to the finish line with Brucejack.
