My understanding is that the original contract is still in force and the Koreans have NOT breached the contract.
If you read t he news release the Koreans asked for a delay because they have  to make some arrangement on their side.
The news release was written by a lawyer and in such a way the company can't be sued. 
I too read in the way you did until it was explained to me.
