low volume

low volume wouldn't it be fair to say that the low volume is more due to the fact that the B.C government is so unpredictable in there decisions and not because of who is in management? I haven't sold or bought any since the decision in Oct of 2012. I was really aggressive in the months prior to that decision. Just from my experience from this whole thing. I've been hesitant to do any buying or selling since then. Does anyone else feel the same way? Or do people still feel management is to blame
