VS, I see one flaw in your logic. There is a limit imposed on how many shares they can buy daily. What's the point of building the war chest if you can't fully deploy it due to daily quotas?
They are approved to buy ~10% of their public float this year. To buy full 10%, they have to buy at a steady clip each and every day throughout the year (with the exclusion of blackout periods before quarterly releases).
