Assuming the rest of the year looks like Q1, traditional sales won't do it. That leaves transactional sales.
So flip a coin.
Heads: They sign a few transactional deals to meet $13M target. Dividend stays intact.
Tails: Transactional sales don't materialize. Dividend is probably toast.
