I have wondered if management at PLI is deliberately holding back news to create just what you have described.  They could do so, without breaking disclosure rules.  Perhaps they seek clarification on some irrelevant, minor point?  Pushes things out a week or two.  

More likely, things take longer than anticipated.  Holding strong.
