I hope all is well.  Can you determine the cash outflow vs. the losses reported?  

I am not to concerned about the past (sort of), since they are building for the future.  The company will make a few mistakes; it will be important for managers and officers to minimize the mistakes and to learn from then.

I have been trying to determine MWh and $/MWh for development stage projects by project.  I am trying to project future revenues.  This has been hard for me to determine.  Anyone on the board have any input that would be helpful.

I agree to an extent, the options for the future are limited, so the pressure for managers and officers to succeed is powerful.  Managers and officers will become more motivated as their stock options become reset to the lower stock prices from their previsous levels.

The company has many early stage projects which need come online (if good investments).  The more energy they can produce by 2020, the more revenue; Wall Street loves growth stocks so then the valuations methods people rationalize expand (giving higher and higher valuations).

For your Case 2, listening to the company calls (reading between the lines here) I don't see the company issuing a dividend until past 2020 as it seems their attention is on development of projects.  It may be hard to issue a dividend until profitability and use of prior losses is achieved.
