"CERN publically announced the procurement timeline for when they would be purchasing crystals for the CMS. At best we will hear about it in 2016, they haven't even narrowed down to the companies who get to put forward a tender and won't until then."

Where can I go and see where they publically announced the procurement timeline? I can not find this and it contradicts what analysts are saying.
