As for the tonnage of steel used since A992, it's tough to say. The building codes have become significantly more burdensome, and I would venture a guess that any gains in efficiency made by the stronger and more ductile material have been offset by additional tonnage required by more stringent code requirements; particularly where seismic design is concerned.
Although, they are re-mapping the seismic hazard areas in the US. Some anticipated ground accelerations have gone up, but it looks to me that a lot more have gone down.
