$4.50 with a then (barely sustainable) 5.7% yield for retail assets in secondary & tertiary locations when higher quality REITs like NPR.un, NWH.un or D.un yield 8-10% or another retail REIT such as REI.un yields 5.4% with a far larger and higher quality asset base in primary markets !

Dream on.

Stock will linger in the low $3's unless assets produce major NOI improvements, or drift lower with falling same asset NOI. Long term leases do not change quickly. Managers do not automatically change the NOI. It's the real estate, bro, the real estate !
