What is included in "piping installation"?I wonder what is included in this category.

By looking at the pictures in ORT website one can notice that the "pipes" around the decomposer/calciner are not standard also the installation does not seem to be standard.  These pipes are being covered on the inside with layers of brick and mortar.  This will definetely complicate the speed of installation and cause some additional cost if was not properly planned.

This will explain the "tight quarters" and some of the budget overrun, but even after adding the other two pieces from the PR (additional engineering and project management) one has two wonder (or maybe not) where the bulk of the 10 million actually landed.
