Thermal Energy International Inc. applauds the recent decision of the U.S. Court of Appeals in the District of Columbia to grant a 13-month extension to the implementation deadline of the Environmental Protection Agency's latest plan to control nitrogen oxides emissions. "We strongly support the initiatives of the EPA to cut hazardous emissions from utilities and industry," said Tom Hinke, President and CEO of Thermal Energy. "With the more realistic implementation timelines put in place by the courts, we believe more utilities will identify our Low-NOx Process as their NOx control technology of choice."
Thermal Energy is marketing its patented Low-NOx Process under the name THERMALONOx(TM) for commercialization and licensing. THERMALONOx(TM) is up to 70% less expensive with a higher rate of return on equity (ROE) and lower ongoing operating costs than technology such as Selective Catalytic Reduction (SCR).
Under previous time lines, 22 states and the District of Columbia had to comply with "state implementation plans" (the SIP Call) beginning in May 2003. Those states had to submit to the EPA by next month, how they planned to cut by two-thirds the 1.5 million tons of NOx, one of the leading smog-causing emissions, emitted by these states during the summer season. "Before the Nox SIP Call extension, Thermal Energy was well underway with initiating its full-scale demonstration program for THERMALONOx(TM), said Mr. Hinke. "This extension ensures a more comprehensive THERMALONOx(TM) demonstration program will be completed for a wide variety of applications at multiple installations throughout the eastern United States."
Discussions are progressing with a number of utilities interested in sponsoring full-scale coal-fired demonstration projects for THERMALONOx(TM) in the 100 to 1,300 megawatt range.
A recent report by energy consultants GenerSys Inc, of Albany N.Y., estimated that the primary market for THERMALONOx(TM) under the previous NOx SIP Call timeline was in excess of US$2 billion. Independent reports estimate the entire market opportunity in the NOx SIP Call area to be as high as US$15 billion. GenerSys is now revising primary market estimates upward based on the longer implementation schedule. "Thermal Energy could not have scripted a better sequence of events regarding these key U.S. emissions regulations," said Jim Letzelter, President of GenerSys. "The strength of the regulation remains, but now more companies have the necessary breathing room to consider emerging technologies such as THERMALONOx(TM). "Combined with the highly attractive economics of THERMALONOx(TM) vs. its primary competitor, SCR, the outlook for Thermal Energy is even more positive," said Mr. Letzelter.
