construction decision

construction decisionI have a question for the more experienced people here -- looking at various reports, it seems that the main remaining points on AVK's timeline, apart from financing, are the technical report (couple of weeks) and then a construction decision later on in the year.  What is the effect of the construction decision on stock price?  I could imagine that a positive construction decision would have a positive effect -- soon they'll be producing!  Or it might have a negative effect -- now they need financing, might dilute shares!  Likewise with a negative construction decision.  I'm curious what people think -- is AVK's share price largely independent of the construction decision, because most investors assume it will be taken out before getting that far along?
