Squeezing black market out

Something just occurred to me, how is tweed going to squeeze out the black market with there prices (+tax). I live in Whistler BC and the average price of a quarter (7 grams) is 50$ or 7.14/ gram. And if you get more you can get more of a discount (180-200 for a oz). Bedrocan can beat this price if your buying on the light side but with tax added who knows.
