The investment seeks the daily changes in percentage terms of its shares per share NAV to reflect the daily changes in percentage terms of the spot price of light, sweet crude oil delivered to Cushing, Oklahoma, as measured by the daily changes in the price of a specified short-term futures contract on light, sweet crude oil called the Benchmark Oil Futures Contract, plus interest earned on USOs collateral holdings, less USOs expenses. USO invests primarily in futures contracts for light, sweet crude oil, other types of crude oil, diesel-heating oil, gasoline, natural gas, and other petroleum-based fuels.

RE:RE:I have to admit I'm a bit surprised it's fallen this low butYes but the 1.5 cents was only available to people who owned the stock, it's not like you could sell at .03 and cycle back in for twice your position at half price. I think it's really a function of market cap post roll back and could the stock hold a price of $ 4.00, or $ 3.00 or even $ 2.00 and the market doesn't think it will and are giving it a $ 1.50 price. It might even go lower if the stock traded in .0025 ( one quarter of a penny ) increments but it doesn't.
I for one am not buying until I see how it will settle out .

Nobody is gonna buy shares at 4 cents when the company is selling them at 1.5 cents.  That's why the share price has dropped.
