"TO PASS, WITH OR WITHOUT VARIATION" ???

"TO PASS, WITH OR WITHOUT VARIATION" ???Item 4 states "To pass, with or without variation"??   Does this mean the resolution can be changed?  So like, if I vote "Yes"  for my measly $.06  they can decide to reduce it to $.01 and my vote stands?
