Need vs desire/want. They have a strategic plan... and the execution of to date has been superb. The injection of funds from the PP allowed for parallel
path accelerated production maintaining the scope of their contracted deliveries while potentially condensing their timelines. The PP may not have been needed as JH stated but from a macro level it made good business sense. As you note they are arguably the leader of the pack in a highly competitive environment. Other developments not yet disclosed were the likely impetus for that action.
Once institutional buying is spotted (we are seeing this now), it shows that the market is likely getting ready for a big increase. We all expect the news to be the impetus.
