I agree about the 2M and i dont know the terms of the 2.6M that was increased to 4.2M but that might be part of the reason? The 2M could be just enough to put them right at the end of 2016 at which time V1 would have more information about RDC and the polical climat before commiting more $.

Of course I am assuming and i am basing this assumtion on voodoo finances and the December election deadline. Like i said who knows with these guys.
