the footnotes define "operable" and the demand numbers in the far right hand column reflect the fact that in Japan (43 operable reactors listed at that site) U demand is for 3 operating reactors only not 43. Japan had 54 operable reactors prior to FUKishima so the 53 number listed for Japan looks to be dated and inaccurate.
