There is nothing free in Quebec. Believe me. We are taxed like crazy here. And Quebec received much less by per capita in federal transfers than Manitoba, the Maritimes and the North.

Unfortunately, heavy taxing is part of the Quebec strategy to maintain their unsustainable state. higher taxes there make the average tax rate in Canada higher, which helps the transfer payment calculation give the have-not provinces more money. It's also a case of double dipping, Quebec has many government jobs being paid by the federal coffers, and Quebec is able to take the heck out of those salaries which takes federal money and puts it into the Quebec coffers. If all provinces taxed like quebec we would be a negative growth country, but so many quebec programs depend on that heavy taxing the the transfer payments.
For sure there are provinces that take more per capita, but none of them so blatantly organize their system to try to suck the country dry in an unsustainable manner, their issues are more about population and how because of the low population, they are unfortunately unattractive locations for businesses to invest. In any case, the chickens are coming home to roost soon as the transfer payment to Quebec are going to get chopped by multiple billions. Or, they should at least, I'm not sure how Quebec could still have been so much worse than the have provinces that they still end up with a 10B cheque.
