RE:Is Pruitt stalling?My guess is they are getting their legal and political ducks in a row before they do anything that's bound to be so controversial. Trump's team is under a huuuge amount of pressure right now, and Pruitt isn't gong to do anything without Trump's O.K.

I agree, let the state decide!...But the Federal government never surrenders authority willingly. There has to be some sort of political quid pro quo, and that's probably what they are haggling about. The uncertainty and volatility also gives insiders time to steal shares from all the nervous Nellies.
