I agree with your statement - if they do something significant - These contract wins are significant.

If dilution is 15% (I'm not using precise or real numbers) - but revenues increase by 100% or more then the dilution is well worth it as the revenue-per-share will increase materially.

Further, if this is the raise to get the firm to profitability, then I would take that dilution all day long.
