I mean the easy answer is depends on the area but you are right, during the melt is not the most ideal time to be drilling. That being said construction here generally runs from late April-early December and piles are drilled anytime really, however it is MUCH harder for them to do this when the ground has thawed in some instances do to water continuously filling the hole.
