i think this a Management strategy to grab and own more shares of the company....they limit the offer to canadian stakeholder, they depressed the price to become it more unattractive , they have a standby guarantee to buy all rights and shares that will not exercised. they control the outflow of news of what is currently happenning if the factory. i guess they will not make a news release until this right offer is completed.

my take on this is to buy more rights and exercises my rights. after the rights offer and consolidation this will go up to where it is before.
