BBI said they were negotiating for 90 mmcf/d of processing capacity. Keyera's plant is 150 mmcf/d for startup in mid 2019, just for the first phase, with an additional 150 mmcf/d expansion planned.
And if you look at BBI's Feb 21st news release, they are only talking about 30 mmcf/d at the time the Keyear plant comes on stream.
BBI "might" be the company Keyera is talking about, but the numbers and BBI's own news releases say they are not.
Hopefully, BBI will update shareholders in the Q3 report.
