Some people here and on many Internet forums think they have the right to make inflammatory remarks because they THINK they are immune to any repercussions.   

Sorrry folks, you are not.

And the point you make about making a complaint and accusing someone of an illegal act is hugely different, although one could have a hard time distinguishing between the two.
