No the comittee can only sugest possible changes then it's the third reading at the house of common and off to the(rubber stamp) senate for more possible change suggestions. Liberals are determined to have the entire process done fast and cannabis legal before 1st of july 2018. I think before chrismast the final version of the law will be adopted
