I Zinc we are in a Bull MarketCheck out the zinc charts, particularly the past 5 years.  On the supply side LME inventories have sunk 75%.  On the price side we are up from about 90c to $1.51.  Mine closures are expected to exacerbate the shortage while infrastructure demands should keep the mills rolling.
All of which means that Dowa is going to do everything reasonable to keep the relationship in good health without third party involvement.  They need the concentrate for their smelters and like their first right of refusal ( at market rates)..and so should Constantine.
So fret not, short term thinkers, 50 years after Palmer smacked some interesting rocks with his hammer, his dream is going to come to fruition  (Our partner may provide some valuable assistance beyond their obligations in this regard IMHO)
