I remember that there was discussion to create an evaluation panel (like we saw from the house of common but now from the senate) to study and makes possible changes but I can't find the link anymore (might be for bill C-46, bill C-45 'little brother')

 

The evaluation panel would have the same representation as the senate (just like the house of common...liberal majority)

 

making me think that the same thing that happened with the house of common panel will happen to the senate panel: conservative will do their monkey thing (ridiculous when read the transcript) and try to slow everything down to a crawl, that will be voted down and things will move at a decent speed.
