The 90 day ramp up might also be a condition that MRS needs to fulfill before obtaining the PO(s). As a buyer, would you really want to award a PO to a company who wouldn't be able to fulfill your order? Won't matter if the 1st PO is 500K or 5 million, it will confirm the validity of the agreement with this foreign military and should mov this SP north.
