RE:RE:Exclusion CertificateYes...I understand the difference. I think the reg is flawed the way it is written and wanted to see the state definition. I will go back and explain the underground part of the operation..and see what they say. The last thing that anyone would like to see is the state folks show up and posts a stop work order.CP
