I agree that all 49000 won't be enrolled in the system but that is because unfortunaely some will pass away. Otherwise all will be enrolled. They have been added into the contract as they have 2 chronic diseases, they have medicade/medicare, the health unit will get paid for them going into the program, the health care unit will prevent re submissions by having them into the program and not be penalized by the insurance company.
