Specifically on the grapgite mines, I am not aware... though now that you have asked, let me dig deeper and check out.

But in the last 2-3 years, several mines all over India have been shut down for 3 reasons - non-adherence to environment plan submitted, non-payment of royalties and producing beyond permitted limits. Mostly iron ore, managanese and graphite mines. These were run by mining barons who were operating outside of the legal system... so while they would have received permits for x tpa, they would be mining several times the permitted limits...and most of these are sold in the black markets.

There's no orderly way for the Govt to enforce these rules and so our courts shut them down... will be a while before any worthwhile action is taken.
