No, they wouldn't have, because the government would not have told them - they either issue a sales licence, or advise of deficiencies that need to be corrected prior to the licence being issued.  But yes, it is possible that some things needed to be cleaned up - but if they did, the government works with you to correct the deficiencies.  HIP had their inspection sometime in October, and didn't get their licence until January, so you shouldn't be surprised if we don't see anything until even sometime in April.  Which isn't a huge deal.
