Any persons with the most basic understanding of the Oil Sands players would know that the most likely partner is Cenovus, beucase of their lack of any significant upgrading / partial upgrading assets.

Suncor already has a significant amount of upgrading / refining assets.

CNRL would be probably be the second most likely candidate.

"Soucred knowldegable and familiar with the matter" = Anyone who lives in Calgary.
