Steve Owens focuses his practice on environmental, safety and health issues and has been recognized by the
National Law Journal as an “Energy and Environmental Trailblazer”. From 2009 until November 30, 2011, Steve served as the United States Environmental Protection Agency’s Assistant Administrator, Office of Chemical Safety & Pollution Prevention. Appointed by President Obama and unanimously confirmed by the US Senate, Steve was responsible for managing US regulatory and scientific programs on pesticides and industrial chemicals including nanotechnology and biotechnology under the Toxic Substances Control Act (TSCA); Federal Insecticide, Fungicide and Rodenticide Act (FIFRA); Federal Food, Drug and Cosmetic Act (FFDCA); Food Quality Protection Act (FQPA); and other statutes. As Assistant Administrator, Steve was also responsible for many of US EPA’s collaborative pollution prevention programs and the implementation of the federal Pollution Prevention Act (PPA).
Carla is a partner and Leader of the firm’s Regulatory and Government Practice. For more than 25 years, she has worked with clients to bring new projects to life and keep existing businesses running. She loves her work because she helps clients reach their goals while respecting the environment.
Serving leaders in the mining, energy, real estate, manufacturing and investment industries, Carla helps clients understand and navigate the environmental, water, cultural and natural resource laws affecting their businesses. Her work includes permitting new and existing facilities, environmental due diligence, securing water rights, natural resource evaluations, remedial activities, endangered species and habitat compliance, and agency negotiation. She negotiates all manner of related agreements including liability transfer/reduction, royalty payment, utility service, development, and consulting agreements.
Carla believes in strategic planning first. For all of her clients, Carla begins with a discussion about client goals, opportunities and concerns. She then formulates a strategy based on that discussion. Her clients are involved in planning the path forward. In collaborating with her clients on a strategic way forward, Carla often assists them in applying for special permits, amending their plans if necessary, and performing remediation activities.
Carla has strong relationships with regulators at local, state and federal levels including the Environmental Protection Agency (EPA), the Bureau of Land Management (BLM), the Nevada Division of Conservation and Natural Resources (NDCNR), Arizona Department of Environmental Quality (ADEQ), and Arizona Department of Water Resources (ADWR).
