It’s not impossible. The offer was made on a certain date, and subject to the trading whims of that date. They knew that any price offered would be subject to a review, so why spend a lot of time polishing the nickles? Including the 5% nominal premium it might be called a fair-value price IMHO but with no incentive bonus included, or compensation for the drop in divs.
I would have accepted an averaged ratio with, maybe, 10% incentive/compensation. Right now, the message I’m hearing from ENB is “Eat this, sukkah!” Not impressed.
