I wondered why he would say that in the press conference. It makes sense that there is another major player interested in the project, which is why I believed the president came out with those remarks. A big player would want some assurances that Li regulation would go through...

Could be a reason why PLU does not want to "cede control" of the project, if they have some possiblity of financial backing.
