I know of shut-in wells that are hugely productive BUT remain stranded for various reasons: old restricted gathering systems needing replacement, joint venture problems, major repairs needed but no available capital, negative regulatory environments. I do believe that there's theoretical oil capacity available but it will take work, time and investment to actually realize it.
