He's demonstrating confidence in the market, and showing that at 68 cents this was so oversold that even with his available options it's bargain priced. 

 And 100,000 shares - that's still nothing to sneeze at - not everyone would throw $68,000 on the table to max out their RRSP contribution for the year.
