As I read it, the confirmation of readiness is an indication that Health Canada has reviewed and accepted the application and security clearance information.

"Once Health Canada completes the detailed review of the submitted application, Health Canada provides the applicant with a confirmation of readiness email."

That alone happens fairly early in the process, and does not indicate "final stages". They may well be in the late stages, but I haven't seen any evidence of that. I would like to know where they are right now.
